Proposes a new Article XXX to the Oklahoma Constitution establishing the Oklahoma Sovereignty Protection Act to allow the Legislature to declare federal acts null and void if they violate the U.S. Constitution.

Permits any legislator with signatures from one-third of their chamber's members to introduce a bill declaring a federal law unconstitutional; bill bypasses committee and goes directly to floor for recorded vote in both houses.

Prohibits the Governor from vetoing legislation passed under this act or issuing executive orders to override it.

Exempts the Oklahoma Sovereignty Protection Act from Article V Section 30 and Article VI Section 11 of the Oklahoma Constitution.

Directs the Secretary of State to refer the proposed constitutional amendment to voters for approval or rejection via ballot referendum.
