Petitions the Trial Division of the Court on the Judiciary to assume jurisdiction and remove District Judge Thomas Bartheld of Pittsburg County (Eighteenth Judicial District) from office for gross neglect of duty.

Alleges Judge Bartheld violated the Code of Judicial Conduct by authorizing a negotiated plea bargain in State of Oklahoma vs. David Harold Earls (Case No. CF-2008-00434) that he should have rejected.

Invokes Section 1 of Article VII-A of the Oklahoma Constitution, which establishes gross neglect of duty as grounds for judicial removal and vests sole jurisdiction in the Court on the Judiciary.

Directs distribution of the resolution to all Court on the Judiciary members, the Oklahoma Supreme Court Clerk, and the Administrative Director of the Courts.
