Adds new rule to Oklahoma House requiring committee hearing for bills introduced by filing deadlines if principal author requests consideration at least 4 legislative days before third reading deadline or committee reporting deadline.

Requires bills and joint resolutions reported from committee to receive floor consideration prior to third reading/final passage deadline if principal author submits written request to House Speaker.

Amends conflicting House rules to conform with new requirements and assigns new rule appropriate number within House Rules governing committees and committee process.
