Expresses Oklahoma House support for the Resource Conservation and Development (RC&D) Program, which operates 9 councils across the state focused on community and economic development.

Documents RC&D accomplishments in Oklahoma over one year: 27 new businesses created, 305 businesses retained/expanded, $3.168 million in direct business support, and $14.162 million in leveraged project funds.

Highlights additional RC&D achievements including 188 on-farm and 207 off-farm jobs created/retained, 17,193 acres conserved for recreation, and 26 tribal nations engaged as project partners.

Notes that nationally in 2010, the 375 RC&D Councils created over 35,000 jobs and retained 15,000 jobs while assisting 6,700 businesses.

Requests that Oklahoma's Congressional Delegation support continued federal funding for the RC&D Program in response to proposed federal funding cuts.
