Amends Section 5-190 of Oklahoma law to establish training requirements for school district treasurers and encumbrance clerks, including 12 hours of initial instruction on school finance laws, accounting, ethics, and job duties before July 1, 2007.

Requires newly employed school district treasurers and encumbrance clerks (hired after July 1, 2007) to complete the 12-hour instruction within nine months of employment.

Mandates all school district treasurers and encumbrance clerks complete a minimum of 12 hours of continuing education every three years.

Exempts county treasurers who also serve as school district treasurers from these instruction and continuing education requirements, though they may voluntarily participate.

Effective date: November 1, 2011.
