Deletes provisions allowing designated smoking rooms in state, county, and municipal buildings; allows only outdoor smoking within 25 feet of entrances to government buildings.

Eliminates exemptions for stand-alone bars and taverns but creates new exemption for cigar bars meeting specific revenue thresholds and ventilation requirements.

Removes time limit for restaurants to transition to smoke-free status; restaurants must be entirely smoke-free or allow designated smoking rooms until September 1, 2013, with no new smoking rooms permitted after September 1, 2011.

Repeals provisions allowing smoking in gaming areas and deletes employer authority to provide workplace smoking rooms.

Effective date: July 1, 2011; declared emergency legislation.
