Senate Bill 115 Summary

• Enacts the Uniform Military and Overseas Voters Act to establish voting procedures for uniformed service members and overseas voters in federal, state, and local elections.

• Defines "covered voters" to include active duty military, overseas citizens, their spouses and dependents, and certain individuals born abroad with Oklahoma voter connections.

• Requires the Secretary of the State Election Board to implement an electronic ballot transmission system allowing covered voters to register, request military-overseas ballots via federal postcard application or electronic means, and track ballot status.

• Establishes that military-overseas ballots must be received by close of polls on election day or submitted for electronic transmission by 12:01 a.m. at the voter's location to be valid; allows covered voters to use federal write-in absentee ballots for all federal and state elections.

• Repeals existing absentee ballot provisions for overseas and military voters (26 O.S. Sections 14-116, 14-117, 14-119, 14-120.1) and a duplicate presidential primary provision (26 O.S. Section 20-101); effective November 1, 2011.
