Amends 70 O.S. 2001, Section 5-142 to add an exemption from national criminal history record check requirements for technology center employees hired on a part-time or temporary basis to instruct adult students only.

Maintains existing requirements for school districts to request national criminal history record checks for current and prospective employees through the Oklahoma State Bureau of Investigation.

Sets a $50 maximum fee (or actual cost if less) for criminal history record checks, with school districts authorized to reimburse employees for the cost.

Allows substitute teachers to use a single national criminal history record check for the entire school year and permits recent full-time teachers (within 5 years) to avoid new checks if they provide previous results and a letter of good standing.

Requires public school districts to establish written policies regarding criminal history record searches and notify prospective employees of requirements, fees, and reimbursement procedures at first interview.
