Amends 57 O.S. Section 138 to modify the inmate conduct credit system in Oklahoma correctional institutions, establishing four class levels (1-4) based on inmate behavior and program participation.

Class 1 inmates earn 0 credits per month; Class 2 earn 22 credits per month; Class 3 earn 33-45 credits per month depending on prior felony convictions; Class 4 earn 44-60 credits per month depending on criminal history.

Inmates with prior felony convictions enumerated in the statute (64 specific offenses including violent crimes, sexual offenses, and crimes against children) receive reduced credits in Class 3 and 4 compared to first-time offenders.

Adds achievement earned credits for program completion: Bachelor's degree (200 credits), Associate's degree (100 credits), High School Diploma/GED (90 credits), vocational certification (80 credits), and alcohol/chemical abuse treatment program completion (70 credits).

Effective date: November 1, 2011.
