Amends Oklahoma's School Bullying Prevention Act to define and address harassment, intimidation, bullying, and cyber bullying in public schools, including conduct motivated by race, color, religion, national origin, sexual orientation, disability, gender identity, or other distinguishing characteristics.

Requires school district boards of education to adopt comprehensive policies prohibiting bullying and cyber bullying, with specific requirements including reporting procedures, staff training, parent notification, investigation protocols, and prevention education programs.

Expands the definition of "electronic communication" to include e-mail, instant messaging, social media, text messages, blogs, online games, and websites, whether or not the conduct originated at school or during school hours.

Directs the State Board of Education to develop a model bullying prevention policy, establish monitoring and compliance rules for school districts, and maintain a central repository for collecting and analyzing bullying incident data.

Modifies the Safe School Committee composition to include administrators, school staff, and a school official who investigates bullying and harassment reports; effective July 1, 2011, with emergency provisions for immediate implementation.
