Changes county officer salary increases from mandatory ("shall") to optional ("may") under 19 O.S. Section 180.63, allowing counties to choose whether to implement increases based on net valuation and population factors.

Modifies Section 180.75 to make salary increases optional for county officers in counties that approve exemptions for household goods and livestock from ad valorem taxation, using service-ability and population scales.

Maintains existing salary calculation formulas and thresholds for both sections, including increases based on net valuation up to $2 billion and population-based increases up to 150,000 residents.

Preserves current salaries of county officers during their present term of office, ensuring no salary reductions take effect.

Passed the Senate on March 8, 2011 and the House of Representatives on March 28, 2011.
