OK SB160

Creates the Municipal Motor Vehicle Racing Act authorizing municipalities with populations exceeding 300,000 to issue permits for sanctioned motor vehicle racing events on public streets, highways, and other municipal property.

Requires permit applicants to demonstrate adequate insurance, prior racing event experience, security/facility provisions, and ability to protect public health and safety before permit issuance.

Grants permit holders authority to limit racing event area access, charge admission fees, establish viewing and pit areas, and take other actions necessary to conduct the racing event.

Requires permit holders to protect private property rights, maintain access to government facilities, and restore racing event areas to substantially similar condition within 24 months, including asphalt and paving restoration.

Provides that municipalities, counties, and the state are not liable for damages from racing events after permit issuance, and designates racing events as public purposes for commerce and tourism promotion.
