SB 166 Summary

• Amends 74 O.S. 2001, Section 840-2.14 to clarify language regarding the "term" used in provisions relating to management of human resource costs for state agencies.

• Changes the word "such" to "these" in subsection D, which addresses the Governor's authority to declare financial emergencies or implement hiring freezes and suspend certain Oklahoma Personnel Act provisions.

• Maintains existing requirements for agencies to report reallocation decisions, new positions, and pay adjustments to the Office of Personnel Management on a semiannual basis.

• Preserves the Governor's authority to suspend agency-requested audits during financial emergencies while protecting employees' rights to request audits for classification grievances.

• Effective date: November 1, 2011.
