Increases the wheat assessment fee from 1.5 cents ($0.015) to 2 cents ($0.02) per bushel on all wheat marketed by Oklahoma producers through commercial channels.

The increased fee is collected by the first purchaser at the time of sale or delivery and remitted to the Oklahoma Wheat Utilization, Research and Market Development Commission.

Maintains the 20% allocation of collected fees to the Oklahoma Wheat Research Foundation for wheat research, utilization, and educational projects.

Updates referendum ballot language to reflect the new 20 mill (2 cent) per bushel assessment amount instead of the previous 15 mill amount.

Becomes effective January 1, 2012.
