Amends 19 O.S. 2001, Section 421.2 governing the transfer of surplus county machinery, equipment, or vehicles to political subdivisions within the state

Removes the prohibition on declaring county property surplus during election periods if the incumbent county commissioner draws no opponent or wins reelection at the primary, special, or general election

Maintains the general restriction that boards of county commissioners cannot declare property surplus during the period beginning 30 days before the filing period for county commissioner elections through the day after a commissioner is sworn in

Requires unanimous vote of the board of county commissioners to transfer surplus property, with one affirmative vote from the commissioner whose district contains the property
