Modifies petition requirements for street improvements by requiring petitioners to acknowledge that signatories agree to be assessed for costs and liable for assessments of non-signing property owners in the improvement area.

Extends the time limit for challenging municipal actions from 15 days to 30 days for sufficiency of petitions, adoption of plans and estimates, and assessment ordinances.

Changes notification procedures for property owners from postcards to first class certified mail with copies of resolution and notice, and extends advance notification period from 10 days to 14 days before hearings.

Clarifies assessment procedures by dividing costs equally among consenting property owners for improvements where petitioners agreed to cover non-signers' assessments, and simplifies roster requirements.

Repeals Section 36-206 regarding protest hearings and removes various obsolete requirements, effective November 1, 2011.
