Amends Oklahoma law to exempt cigars packaged by manufacturers in glass tubes from the prohibition on retail sales of glass tubes.

Defines "glass tube" as a hollow glass cylinder 2-7 inches long and 1/8 to 3/4 inch in diameter that may facilitate drug use or preparation.

Maintains the existing prohibition on retailers selling glass tubes to patrons, with violations punishable by up to one year in jail and/or fines of at least $1,000.

Clarifies that the glass tube ban does not apply when glass containers are used by manufacturers solely to package cigars for legitimate retail sale.
