Extends moratorium on sale or exportation of surface water and groundwater outside Oklahoma until January 1, 2012, or until completion of comprehensive scientific hydrological study of state water resources.

Prohibits state agencies, authorities, and officials from contracting for or selling water outside the state without specific legislative authorization.

Exempts pre-November 1, 2004 contracts with legislative approval (limited to 8 million gallons per month) and water contained in agricultural products, beverages, or manufactured goods.

Extends moratorium on state or tribal water compacts and intergovernmental agreements that would apportion water ownership or authorize water exportation outside Oklahoma.

Declares emergency, making bill effective immediately upon passage and approval.
