Requires owners and operators of commercial composting facilities to assess a fee of $1.25 per ton of all composting material received.

Mandates that commercial composting facilities obtain a valid permit from the Department of Environmental Quality; Environmental Quality Board must adopt rules for permitting and operation including siting, design, construction, water protection, closure, and financial assurance.

Adds definitions for "commercial composting facility" and "composting facility" to the Oklahoma Solid Waste Management Act.

Requires solid waste landfill owners and operators to maintain exterior slopes at no steeper than 4:1 (horizontal to vertical) and interior slopes at no steeper than 3:1, with exceptions for Department-approved plans.

Allows remainder of wheel wash system reimbursement funds not used in a fiscal year to be applied toward closure of abandoned solid waste landfills meeting specified criteria.
