Increases the age limit for dependent children covered under the State and Education Employees Group Insurance Act from 25 to 26 years old.

Redefines "dependent" to include spouses, children under 26 years old regardless of residence, and children of any age incapable of self-support due to pre-existing mental or physical incapacity.

Allows other unmarried children under 26 years old to be covered if they live with the employee in a parent-child relationship and the employee is primarily responsible for their support.

Amends Section 1309.1 of the State and Education Employees Group Insurance Act to extend dependent coverage to age 26 instead of age 25.

Declares an emergency effective upon passage and approval.
