Amends the definition of "turnpike project" under 69 O.S. Section 1704 to include real estate and economic development projects designed to increase turnpike traffic and generate revenues while mitigating toll increases and potentially decreasing toll charges.

Expands the scope of what the Oklahoma Turnpike Authority can undertake as part of turnpike projects beyond traditional highway construction.

Maintains existing definitions and cost provisions for turnpike projects, including the $1,500 per mile limitation on Transportation Commission expenses and $1,000 additional per mile for updating reports.

Declares an emergency effective upon passage and approval, allowing the act to take effect immediately.
