Designates the PFC A.T. Howell Memorial Bridge crossing Leader Creek on State Highway 3 in Coal County.

Designates the SSGT Billy Elliott Memorial Highway on U.S. Highway 59 from the Poteau River Bridge to Heavener city limits.

Designates four additional memorials: SSG John R. Bush Memorial Bridge (Sandy Creek, State Highway 99, Pontotoc County), Harold Bell Memorial Bridge (Hudson Avenue, Interstate 244, Tulsa), Larry Wade Memorial Highway (State Highway 6, Beckham County), USAF Maj. Aubrey Eugene Stowers Jr. Memorial Bridge (State Highway 55, Washita County), and Hannah Diggs Atkins Memorial Highway (Interstate 35, Oklahoma City).

Requires the Department of Transportation to place permanent markers on each designated bridge and highway.
