Increases maximum health insurance benefit payments for retired teachers from the Teachers' Retirement System of Oklahoma, effective July 1, 2011.

Raises monthly benefit amounts by $100 across all salary and service categories (e.g., from $103 to $203 for those with less than 15 years of service and salaries under $20,000).

Requires the Legislature to annually appropriate adequate funding from the General Revenue Fund to cover health insurance benefit payments based on the number of eligible retirees and benefit amounts.

Applies payments first to prescription drug coverage premiums, then to medical coverage premiums for plans offered by the State and Education Employees Group Insurance Board.

Declares an emergency, making the act effective immediately upon passage and approval.
