State Board of Education shall adopt and implement four-year and extended-year adjusted cohort graduation rates, reported at school site, district, and state levels, disaggregated by required subgroups.

Four-year adjusted cohort graduation rate defined as students graduating with standard diploma in four years divided by students entering high school four years earlier, adjusted for transfers, emigration, and deceased students.

Extended-year adjusted cohort graduation rate includes students graduating within four or five years and shall be reported separately from four-year rate.

State Board shall establish alternate year percentage growth targets of at least 20% of the difference between baseline graduation rate and 100% goal, beginning with 2012-2013 school year.

Schools and districts meeting growth targets receive state recognition; those failing to meet targets must submit graduation improvement plans by December 31st and participate in state technical assistance to reduce dropouts and improve graduation rates.
