SB 204 Summary

• Amends the Public Competitive Bidding Act of 1974 to allow public agencies participating in Interlocal Cooperation Agreements (ICAs) to award certain contracts without full competitive bidding if supplies or services relate to projects exceeding $50,000.

• Requires ICA-participating agencies to publish bid notices in newspapers of general circulation in the county where work will occur, published twice weekly with first notice at least 20 days before bid opening.

• Mandates bid notices include statement that agency is ICA participant, with details on agreement dates, termination date, location of member agency list, and name/address of entity operating the agreement.

• Requires notices be sent to trade and construction publications, with a record of all publications contacted filed as part of permanent contracting records.

• Effective July 1, 2011, with emergency clause for immediate effect upon passage and approval.
