Creates the P-20 Council Task Force, which expires on November 1, 2011, to study the feasibility, value, and structure of a P-20 council that would provide seamless education from early childhood through career technology education.

Task force comprises nine members including the Secretary of Education, State Superintendent of Public Instruction, Chancellor of Higher Education, State Director of Career and Technology Education, and chairs of relevant legislative committees serving jointly as cochairs.

Requires a quorum of five members for any final action and subjects all meetings to the Oklahoma Open Meeting Act.

Members receive no compensation or travel reimbursement for their service, with the State Department of Education providing primary staff support.

Task force must report findings and legislative recommendations to the President Pro Tempore of the Senate, Speaker of the House, and Governor by December 31, 2011.
