Amends Oklahoma Agricultural Code Section 3-82 to modify the process for filing lawsuits for damages caused by pesticide applicators to growing crops or plants.

Requires persons claiming damages to file a written complaint with the Department within 90 calendar days of alleged damages or before 25% of damaged crops are harvested, whichever occurs first.

Requires complainants to allow the applicator and their representatives reasonable access to inspect and take samples of allegedly damaged crops or plants during reasonable business hours before harvesting or destruction occurs.

Bars any person from filing an action for damages against an applicator if they fail to comply with the complaint filing and access requirements.

Requires the Board to notify the complainant of receipt within 2 working days, notify the accused applicator within 2 working days, and send written resolution notice to the complainant within 7 working days after complaint resolution.
