Creates a temporary Task Force on Healthier Neighborhood Living until November 30, 2011 to examine feasibility of amending laws on school recreational facility use and liability.

Task force composed of 12 members: 6 appointed by Senate President Pro Tempore and 6 by House Speaker, including legislators, health organization representatives, and community leaders.

Task force shall examine laws relating to use of school-owned recreational facilities by government and nongovernmental entities, with focus on imposing liability on users rather than schools.

Requires task force to hear testimony from public health experts, physicians, and representatives from other states with similar liability limitation policies.

Task force must report findings and legislative recommendations to legislative leadership and Governor by November 30, 2011; effective July 1, 2011 with emergency clause.
