Amends Oklahoma's controlled substances law (63 O.S. 2001, Section 2-407.1) to expand prohibitions on inhalation and ingestion of intoxicating compounds beyond chemical inhalants to include naturally occurring substances like Datura Stramonium (Jimson weed) and Jimson weed seeds.

Prohibits possession, purchase, sale, or transfer of specified substances for the purpose of inducing intoxication or aiding others in violating these provisions.

Maintains existing exceptions for medical use under licensed physician care and legitimate manufacturing/industrial operations with State Department of Health permits.

Establishes criminal penalties of up to 90 days in county jail and/or a fine not exceeding $500 for violations, with each violation counted separately.

Requires convicted violators to pay an additional $100 special assessment trauma-care fee to the Trauma Care Assistance Revolving Fund; effective date July 1, 2011, with emergency declaration for immediate effect.
