Amends the definition of "Offender" in the Delayed Sentencing Program for Young Adults under 22 O.S. Section 996.1 to specify which violent offenses disqualify participation.

Replaces a lengthy strike-through list of violent crimes with a numbered list of 36 specific violent offenses that make an individual ineligible for the program.

Requires offenders to have no pending charges for violent offenses and prohibits participation by those convicted of crimes ranging from assault with dangerous weapons to child pornography offenses.

Maintains age eligibility (18-21 years old at time of verdict or plea) and applies to both adults and juveniles certified to stand trial as adults convicted of nonviolent felonies.

Effective date: November 1, 2011.
