Requires notice of petition circulation to be filed with the county clerk prior to gathering signatures for petitions in counties that would impose additional taxes or assessments on voters.

Limits signature-gathering period to one year from the day after notice is filed with the county clerk.

Requires each page of petitions to display "THIS IS A PETITION" notice in at least 12-point type, with the first page containing a summary of petition contents available to potential signers.

Prohibits circulation of subsequent petitions on the same question until 30 days after a previous election where the question was rejected by voters.

Requires subsequent petitions on the same question to note on each page that a prior petition on that question was previously circulated.
