Amends 45 O.S. 2001, Section 1a to update terminology describing the Oklahoma Mining Commission's authority from "policy-determining agency" to "rulemaking authority."

Updates statutory language throughout the section, including changing "said" to "the" and "proper" to "necessary" in references to delegated duties and powers.

Clarifies that the Commission may delegate powers and duties to its chairman, agents, or employees as it deems necessary for Department of Mines operations.

Confirms Commission authority to acquire real property by gift, devise, or purchase and to enter contracts for protection, maintenance, and operation of selected buildings and sites.

Declares an emergency, making the act effective immediately upon passage and approval.
