Amends 70 O.S. 2001, Section 18-108 regarding free public kindergarten in Oklahoma.

Changes the requirement for school districts to provide full-day kindergarten (six-hour day) from 2011-2012 school year to 2013-2014 school year.

School districts may satisfy kindergarten requirements through intra-district transfers, transfers to other districts, or contracting with licensed public or private child care providers.

School districts with indebtedness through bonds exceeding 85% of the maximum allowable within the previous five years are exempt from full-day kindergarten requirements.

Establishes different state aid weights: 1.3 for half-day kindergarten (2.5 hours) and 1.5 for full-day kindergarten (6 hours).
