Amends Oklahoma law to modify the effective date for special license plate requirements from January 1, 2006 to November 1, 2005.

Requires special license plates to represent organizational membership, affiliation, or support; prohibits commercial advertising and content promoting prejudice or violating civil rights laws.

Maintains fee structure of $15.00 for standard special plates and $35.00 for plates providing financial assistance, with revenues apportioned to the Tax Commission Reimbursement Fund and designated programs.

Establishes effective date of November 1, 2011 for these modifications to the special license plate authorization law.
