Amends the Oklahoma Central Purchasing Act definition section (74 O.S. 2001, Section 85.2) to modify the "best value criteria" definition used in state procurement decisions.

Adds two new best value evaluation criteria: "economic impact of the acquisition on Oklahoma and any local community economy" and "bidder's industry and program experience and record of successful past performance with acquisitions of similar scope and complexity."

Reorganizes and renumbers the best value criteria lettering system from items (a) through (j) to items (a) through (k) to accommodate the new criteria additions.

Makes the act effective November 1, 2011.

Requires consideration of broader economic and industry experience factors when state agencies evaluate bids and proposals under competitive procurement procedures.
