• Removes language describing the original intent to facilitate vehicular traffic and remove hazards on state highways, streamlining the statute.

• Expands the Authority's powers to develop and market alternative uses of its Electronic Toll Collection System and construct inter-modal transportation facilities, including warehouses, utility facilities, and intercity rail transit projects deemed feasible and economically sound.

• Declares an emergency effective upon passage and approval.
