Amends 70 O.S. 2001, Section 5-117b to allow interlocal cooperative agreements between school districts to receive federal grant money disbursed directly to the cooperative with consent of participating school districts.

Establishes that interlocal cooperative agreements must have a board of directors responsible for administration, with composition and appointment procedures specified in the agreement.

Requires interlocal cooperative boards designated as local education agencies to comply with state and federal law and State Board of Education regulations.

Maintains restrictions prohibiting joint exercise of powers related to tax levy and collection, State Aid formula money applications, and bond issuance.

Permits school districts to form cooperatives for joint performance of authorized services, duties, and functions, with minimum one-year terms and March 15 withdrawal notice deadline.
