Amends charter school sponsorship criteria to allow the State Board of Education to sponsor charter schools when the applicant is the Office of Juvenile Affairs or has a contract with OJA to provide group home services, limited to two schools between July 1, 2010 and July 1, 2016.

Allows charter schools sponsored by the State Board of Education to be located at Office of Juvenile Affairs facilities and to limit admission to youth in custody or supervision of OJA.

Modifies charter school application requirements to include documentation of completed training on charter school establishment processes.

Removes the 20% limitation on textbook funds that school districts can use for supplementary instructional materials, allowing full allocation to be used for materials other than state-selected textbooks.

Expands sponsorship eligibility to include federally recognized Indian tribes operating high schools for native language immersion instruction within former reservation or treaty boundaries.
