Amends 70 O.S. 2001, Section 1-111 to modify rules governing online education courses in Oklahoma schools.

Deletes requirement that the State Department of Education mandate telephonic communication between teachers and students/parents; removes requirement for Individualized Learning Plans (ILPs) for each student.

Removes requirement for students to participate in assessments administered under Section 1210.508 at a school in their district of residence.

Clarifies that students in online courses may participate in extracurricular activities in accordance with school district and interscholastic organization eligibility rules and policies.

Becomes effective July 1, 2011, with emergency clause allowing immediate effect upon passage and approval.
