• Requires sex offenders with out-of-state convictions to provide certified copies of judgment and sentencing reports to local law enforcement within 60 days of initial registration in Oklahoma or within 60 days of relocating within the state.

• Directs the Department of Corrections to notify all registered sex offenders with out-of-state convictions by mail within 120 days of the bill's effective date to obtain and file certified copies of their judgment and sentencing reports.

• Maintains existing registration requirements including background information, residence address, employment details, Internet identifiers, and periodic address verification based on risk level (annually for level 1, semiannually for level 2, every 90 days for level 3 or habitual/aggravated offenders).

• Designates habitual sex offenders (those with subsequent convictions after November 1, 1997) and aggravated sex offenders for lifetime registration with enhanced notification requirements to family, victims, neighbors, schools, and facilities where vulnerable populations gather.

• Becomes effective November 1, 2011.
