Allows any person to submit a death certificate to a county election board to cancel a deceased voter's registration, in addition to existing procedures through the State Department of Health

Permits candidates to voluntarily include telephone number, email address, and website address on their declaration of candidacy forms, with such information made publicly available

Amends Section 4-120.3 to clarify the process for removing deceased voters from registration rolls using death certificates

Amends Section 5-111 to require the Secretary of State Election Board to make candidate contact information public when candidates choose to provide it

Effective date: November 1, 2011
