Amends 47 O.S. Section 956 to allow peace officers from the Department of Public Safety and political subdivisions to have financial interests in wrecker or towing services, subject to disclosure requirements.

Requires officers with financial interests to disclose the complete nature of their interest to their immediate supervisor.

Mandates supervisors to periodically investigate rotation logs for officer-initiated wrecker/towing service calls to ensure fair and impartial rotation among available businesses in the area where the officer has a financial interest.

Maintains prohibition on officers offering or accepting compensation, gifts, or favors from wrecker or towing services to influence discharge of official duties.

Declares an emergency effective upon passage and approval.
