Requires the Oklahoma Legislature to create and preserve a comprehensive legislative history for all bills and resolutions introduced starting with the 53rd Legislature's first session.

Mandates the State Senate and House of Representatives develop a uniform system to record committee proceedings, floor debates, and testimony in searchable databases accessible to the public.

Requires transcripts of committee testimony and floor action (Third and Fourth Reading) to be preserved with searchable databases allowing searches by measure number, legislative session, author, subject matter, and testifier name.

Directs preservation and indexing of all documents presented to committees (charts, graphs, photographs, written materials) with notification to testifying legislators who may submit corrections within 30 days.

Establishes that certified complete legislative histories become self-authenticating documents admissible as evidence; exempts internal legislative communications and Conference Committee meetings (except General Appropriations Committee) from disclosure requirements.
