Changes the definition of "all-terrain vehicle" by replacing "low-pressure tires" with "non-highway tires" in both the vehicle licensing statute (47 O.S. Section 1102) and ATV restriction statute (47 O.S. Section 11-1117).

Adds new definitions to the Oklahoma Vehicle License and Registration Act including "recreational off-highway vehicle" (vehicle with four or more non-highway tires, non-straddle seating, and steering wheel) and "medium-speed electrical vehicle" (electrically powered vehicle with speed of 30-35 mph).

Renumbers existing definitions in the vehicle licensing statute to accommodate new definitions, shifting the numbering from definitions 28-39 to 29-40.

Adds definition of "recreational off-highway vehicle" to the ATV restrictions statute and clarifies that ATV requirements apply only to public lands, not private property.

Becomes effective November 1, 2011.
