Replaces the Oklahoma Election Management System with a new system compliant with the federal Help America Vote Act in time for the 2012 election cycle.

Suspends local elections on the second Tuesday of December 2011 and second Tuesday of January 2012 to allow installation of new voting hardware, software, and devices.

Modifies election terminology and procedures, including changing references from "ballot cards" to "ballots" and updating ballot content requirements, sample ballot standards, and substitute ballot procedures.

Expands circumstances allowing recounts on election night and authorizes manual ballot counting procedures during declared election emergencies with specific rules for counters and vote certification.

Repeals provisions related to the prior Oklahoma Election Management System and declared election emergency procedures, including sections 3-101.1, 22-103, and 22-107 through 22-116.
