Amends liability provisions for state and local officers who order payment of money or transfer of property pursuant to unauthorized, unlawful, or fraudulent contracts, making them jointly and severally liable for triple the amount paid or triple the value of property transferred

Changes the threshold for taxpayers to demand legal action from 10 resident taxpayers to either 100 registered voters or 2.5% of registered voters in the affected jurisdiction, whichever is less

Removes the previous penalty provision and the reward system that gave resident taxpayers half of recovered money or property value

Requires return of money or property to the government entity if a court determines the claims are meritorious and deems the contract void

Makes the state, county, city, town, or school district liable for reasonable attorney fees and court costs to resident taxpayers who successfully prosecute meritorious claims; effective date November 1, 2011
