Amends the definition of "employee" under the Governmental Tort Claims Act (51 O.S. 2001, Section 152) to include licensed medical professionals who charge amounts not exceeding Medicare reimbursement rates for medical services to any patient.

Adds licensed mental health professionals conducting initial emergency detention examinations under contract with the Department of Mental Health and Substance Abuse Services to the definition of state employees for tort claims purposes.

Expands the list of individuals deemed employees of the state for Governmental Tort Claims Act coverage, including physicians in administrative roles, medical residents, and healthcare professionals under contract with state agencies.

Maintains existing exemptions that the state is not liable for tortious conduct of physicians practicing medicine or providing patient treatment, except in specified circumstances.

Becomes effective November 1, 2011.
