Amends Oklahoma's Floodplain Management Act to require fees charged by counties and municipalities for floodplain administration services to be "fair and reasonable" and limited to development in Federal Emergency Management Agency mapped one-hundred-year flood areas, with a $500 maximum.

Requires the Executive Director of the Oklahoma Water Resources Board (or designee) to review and approve county-developed floodplain regulations prior to county adoption to ensure requirements are fair and equitable.

Mandates that proposed county floodplain regulations and associated requirements be posted on the Oklahoma Water Resources Board website at least 30 days before public hearings.

Adds the Oklahoma Water Resources Board as an appellate body for decisions made by county or municipal floodplain boards, allowing aggrieved persons to appeal to the board in addition to local boards of adjustment or governing bodies.

Becomes effective July 1, 2011, with an emergency clause allowing immediate effect upon passage and approval.
