Amends 47 O.S. 2001, Section 2-116 to clarify that the Department of Public Safety's notice requirements apply to Section 2-101 et seq. of Title 47 and other vehicle operation laws, rather than "this act"

Maintains existing notice procedures: personal delivery or first-class mail to addresses on file with the Department, with notice by mail effective 10 days after deposit

Preserves existing penalties for failure to update mailing address with the Department, which cannot be used as grounds to protest notices
