Requires the State Department of Education to prepare annual reports on statewide assessment results for schools and districts, with grades assigned A through F based on student achievement and progress.

School grades are determined by: 50% student achievement scores, 25% gains in all student achievement, and 25% gains for lowest-performing 25th percentile students in reading and mathematics.

Requires development of a single annual school report card to be delivered to parents and published online, including school/district grades, improvement information, federal accountability status, and return on investment metrics.

Provides that schools receiving sufficient testing samples shall receive grades, but excludes schools with insufficient sample sizes to maintain statistical reliability and comply with student privacy laws (FERPA).

Authorizes the State Board of Education to promulgate rules for implementation and requires the State Department to raise grading standards by 5% statewide if 80% or more of schools earn A or B grades in any year.
